The Executive Director of Network Services is a leader that is responsible for overseeing all aspects of Fortrea's network, voice, and telephony systems, such as routers, switches, firewalls, IP telephony, contact center, etc., across the Americas, EMEA, and APAC regions. This individual will develop and implement strategies to ensure the reliability, security, resiliency, and efficiency of network, voice, and telephony infrastructure.
The role involves staying informed about the latest technologies, managing relationships with service providers, optimizing network performance by reducing latency and improving Quality of Service (QoS), architecting a stable network that enables distributed workforce productivity and decentralized clinical trials, eliminating single points of failure (SPoF), and aligning network strategies with Fortrea's broader goals.
The Executive Director of Network Services will manage a team of network professionals, fostering a culture of innovation, continuous improvement, and commitment to excellence. A critical requirement of this role is to ensure that network infrastructure complies with all relevant regulations and standards, supports Fortrea's business activities, and offers a seamless connectivity experience for the company's employees, customers, and trial participants.

Responsibilities include, but are not limited to:
- Lead Fortrea's Network Services function with strategic and technical thought leadership, and a strong focus on delivering an elevated connectivity experience for the business, application teams, customers, and trial participants around the world
- Participate in the strategic design, planning, monitoring, support, and evolution of Fortrea's internal and outsourced network, voice, and telephony operations; drive architecture and methodologies to enable distributed workforce productivity and effortlessly conduct distributed clinical trials
- Develop scalability and throughput requirements that will meet Fortrea's growth initiatives; demonstrate performance improvements through measurable results, e.g., reduced latency, increased fault-tolerance, increased QoS, etc.
- Bring a passion for leading high-performing teams, creative thinking, and mentoring top industry talent
- Manage technology service providers and strategic partners, ensuring efficient, seamless, and integrated service that meets Service Level Agreements (SLA) and expectations; judiciously diversify service providers to reduce reliance on a single vendor and single point of failures
- Oversee the maintenance of network infrastructure resilience and security protocols, ensuring compliance with industry standards and regulations
- Collaborate with counterparts throughout the IT organization to ensure that Network Services is meeting the connectivity needs of the organization, aligning with Fortrea's vision, ensuring security and compliance, and maintaining cost-efficiency
- Direct the strategic upgrading of equipment and procedures to keep up with business needs, technological progress, and economic change
- Develop and test comprehensive disaster recovery and business continuity plans and oversee resiliency and reliability engineering efforts, ensuring that resiliency and availability are cornerstones of the Network Services organization
- Drive adoption of automation by implementing programmatic network infrastructure maintenance
- Work in concert with the Security Operations Center (SOC) to secure network traffic and infrastructure
Qualifications:
- Bachelor's or Master's degree in a relevant field or equivalent combination of education and work experience.
Experience:
- Minimum of 10 years of experience in IT and network, voice, and telephony management
- Possess a minimum of 5 years' experience in management and leadership roles.
- Exceptional technical skills and ability to architect, design, and implement network, voice, and telephony solutions on a global scale that avoids single points of failure, enables distributed workforce productivity, and decentralized clinical trials, while reducing latency
- Demonstrated expertise designing software-defined, regionally integrated, and standardized networks at the local- and wide-area level.
- Experience with designing and developing voice communication systems such as IP telephony, unified communications, contact center solutions, and collaboration solutions
- Deep understanding of network, voice, and telephony platform technologies and tools (e.g., Cloud Native Networking, VMWare NSX, Cisco DNA Center, Cisco Unified Communication Manager, Microsoft Teams, etc.)
- Experience managing environments within a contract research organization (CRO), or related industry, that is subject to various regulations and data protection standards such as Health Insurance Portability & Accountability Act (HIPAA) and General Data Protection Regulation (GDPR)
- Excellent leadership and management skills to inspire teams, prioritize resources, and manage timelines and deliverables. Strong communication is essential for effective collaboration and stakeholder management
- Experience working with leadership from engineering, product, operations, and compliance to craft a roadmap and measures of success
